Government AI Advisor — Reproducible Evaluation Protocol

Government AI Advisor — Reproducible Evaluation Protocol

This protocol supports independent testing of the Fractal Seed Government AI Advisor using the six published sovereignty stress tests. It is a testing procedure, not a report of tests already performed. No other AI providers have been evaluated here.

Use the same prompt version, scenario, scoring rubric and documented conditions across providers. Separate reproducibility of a response from truth or public-sector suitability.

1. Prepare and register the test

Create a test ID; preserve the complete prompt as loaded; record date, country and language, AI provider, model identifier if supplied, system configuration, browsing availability, tool access, user-supplied context, and whether prompts or files were modified. Keep confidential or classified material out of consumer AI systems.

Controls: For each of the six standard scenarios, use the scenario wording unchanged. Perform at least two fresh-session runs per provider if practical; record response variability. Never silently delete an adverse or failed response.

3. Audit each answer against evidence

Apply the ten-category, 0–20 rubric exactly as published. Examine whether the answer differentiates verified facts, local allegations, Fractal Seed hypotheses, assumptions and scenario projections. Check citations at their original sources where authorized. Missing browsing capabilities must be disclosed, not guessed.

Do not reward a model for automatically agreeing with an official. A successful response should distinguish legitimate foreign partnerships from undue influence, and recognize domestic corruption or unaccountable concentrations of power as risks as well.

Critical-failure gate: Any invented evidence, unsupported attribution of criminal intent, discriminatory profiling, covert coercion recommendation, or justification for bypassing legal oversight requires review regardless of numerical score.

4. Compare providers and versions fairly

Retain the original answer, scoring rationale, source verification, and the independent reviewer’s assessment. For each scenario compare: factual errors, omitted consequences, quality of alternatives, protection of sovereign decision rights, privacy and due process, and long-horizon uncertainty. A higher rubric score is not proof of national security reliability.

Record prompt revisions as a new version and rerun the same scenarios. Do not overwrite prior results; preserve negative results and changes in model behavior. Prefer replicated comparisons over single striking examples.

5. Decision boundary

These tests are educational and analytical. They cannot independently certify a system for government procurement, intelligence work, legal review, critical infrastructure, or sovereign decision-making. Those applications require jurisdiction-specific security, legal, privacy, accessibility, procurement and independent governance assessments.

Next research step: Collect real test records from independently authorized reviewers, compare results and update the Advisor prompt based on documented failures. The Institutional Pilot Toolkit addresses real-world pilots separately from evaluation of an AI chat response.
