Government Fractal Seed — Substrate Resilience Stress Tests

Government Substrate Resilience: Stress Tests and Evidence Gates

Foundational rule: A recursive Fractal Seed pattern cannot operate without sufficient supporting substrate. A successful first iteration does not prove the substrate can sustain later iterations. This page offers candidate stress tests for real-world institutional pilots—not a validated prediction engine.

Six failure-mode investigations

  1. Human-capacity depletion: A pilot increases output by drawing heavily on unpaid volunteers or overworked staff. Check burnout, retention, health, mentoring time and the capacity available for the next cycle. Compare with adequately funded alternatives.
  2. Single-provider dependency: A foreign or domestic vendor supplies essential infrastructure. Test lawful exit, data portability, substitute procurement, independent servicing, cybersecurity and disruption recovery. Vendor nationality alone is not evidence of wrongdoing.
  3. Institutional authority failure: A partnership depends on a temporary executive directive or personal relationship. Test whether legal authority, due process, oversight, records and appeal rights survive leadership changes.
  4. Resource displacement: A new school–university partnership appears inexpensive because costs shift to families, teachers, nonprofits or another ministry. Count total lifecycle costs and displaced opportunities.
  5. Information integrity failure: Measures are optimized, independent criticism is discouraged, or AI conclusions become substitutes for evidence. Test provenance, falsifying observations, publication of null results and independent auditability.
  6. Ecological and cultural depletion: Short-term economic benefits consume natural resources or displace cultural practices. Check cumulative, delayed and cross-border impacts, reversibility and effects on nonhuman life.

Substrate viability register — fields for each cycle

Field Record
Essential substrate component [people, authority, infrastructure, relationships, ecology]
Baseline capacity and evidence date [quantity/quality and source]
Minimum operating requirement [threshold and justification]
Consumption / replenishment per cycle [measured change, uncertainty]
Dependency controller and exit alternative [legal rights, lead time, switching cost]
Benefits and wider harms [immediate and delayed effects]
Independent reviewer and pause condition [name/role and trigger]
Result and next-cycle decision [continue, revise, pause, stop, unknown]

Illustrative analytical relation: next-cycle capacity = observed starting capacity + verified replenishment − observed depletion ± other documented changes. This is bookkeeping, not a universal causal law. If a critical component falls below a justified operating minimum, pause or redesign rather than extrapolating recursive growth.

Long-horizon scenario discipline

Evaluate 0–2, 3–10 and 10–30+ year pathways as conditional branches: (A) capacity grows faster than usage, (B) capacity is approximately maintained, and (C) capacity is depleted or an essential dependency fails. For each, describe assumptions, uncertainty, policies that could alter the outcome, early-warning indicators and evidence that would disconfirm the pathway. Do not produce precise probabilities or promised national outcomes without defensible data.

National sovereignty: Compare genuine autonomy of decision rights, independently verifiable information, technical and financial exit options, and distributed domestic competence. Transparent international partnerships may strengthen—not necessarily weaken—these conditions. Evaluate domestic power concentration with the same scrutiny as foreign leverage.

How to use the results

Complete the pre-implementation assessment, select a failure mode above, establish the relevant baseline and comparator in the pilot toolkit, and independently review the consequences after each iteration. A proposed relationship that produces valuable outcomes but destroys essential support is not established as sustainable.

Status: The stress tests and thresholds are methodological proposals and must be adapted to applicable law, privacy, procurement, safety and professional requirements. No field pilot or cross-provider AI test is claimed.
