Recognize demonstrated practice with evidence that identifies capability and its limits.

How PA certification would work

Development specification — October 7, 2026. This is a proposed private program design. Guidepost is not accepting certification applications, issuing these credentials, or collecting certification fees through this page. The proposed teaching and certification nonprofit would be the issuer only after its governing body adopts a standard, assigns accountable reviewers, funds capacity, and publishes the operating terms.

Each credential would name the issuing organization, standard/version, setting and scope, demonstrated capabilities, evidence examined, permitted supports, decision date, term, limitations, and verification route. It would not imply professional licensure, academic accreditation, public authority, or a guarantee against misconduct. See the shared standard and operations workflow.

Three distinct pathways

Individual practice

Demonstrate reasoning, useful contribution, uncertainty disclosure, cooperation, revision, and attention to practical safety and accessibility in a stated domain. Submit more than one relevant task or setting, including individual work and shared practice. A finding applies only to the examined scope.

Instructor practice

Meet the relevant individual criteria and demonstrate lesson design, worked solutions, Mentor → Scribe → Referee → Mentor rotation, equitable participation, feedback, and revision. Submit a lesson plan, observed teaching, anonymized learning evidence, and a reasoned improvement. A trainer cannot approve their own teaching or their own trainees without independent assessment.

Institutional process

Examine a bounded program or unit: allocation rules, supported development, decision records, conflict handling, independent review, and correction history. Sample actual practice and affected participants rather than relying only on written policy. An institutional finding does not certify every employee or every future decision.

From application to a reasoned decision

  1. Publish the offer. Before intake, identify issuer, versioned criteria, evidence requirements, assessor qualifications, fees, waivers, refunds, privacy/access rules, review timetable, renewal, and appeal.
  2. Agree scope and support. Applicant and intake reviewer identify the pathway, setting, task boundaries, existing evidence, accessible participation, consent, and conflicts. Accept equivalent preparation and external evidence against the same criteria.
  3. Collect evidence. Use work samples, explanation and calculations, observed roles, staged information, alternative interpretations, and revisions after feedback. Include all four intrinsic dimensions without requiring health diagnoses or treating demeanor as proof of competence.
  4. Review independently. A qualified unconflicted assessor records criterion-level evidence, limitations, missing information, and findings. A separate decision reviewer checks reasons, conflicts, and unresolved disagreement. Training, commercial affiliation, payment, or donations cannot buy a favorable finding.
  5. Notify the applicant. Give a written decision: certified within scope, further evidence needed, or declined. State reasons, evidence, conditions, effective/expiry dates where applicable, and the correction/appeal route. Further evidence needed is not a silent pass or a permanent person-level judgment.
  6. Record and revisit. Publish only authorized status fields: credential identifier, issuer, standard/version, scope, status, issue/expiry dates, and verification contact. Keep work samples and protected participant information in restricted records. Record corrections without erasing decision history.

What evidence can and cannot show

Attendance acknowledges participation. A knowledge check acknowledges what that check examined. Certification acknowledges demonstrated capability against disclosed criteria. Actual-use outcomes require later evidence and can have multiple causes. One successful team task cannot establish every member’s individual capability. Rubrics, assessor calibration, retention rules, and complete case forms are separate development tasks before launch; this overview does not claim validated measurement.

Fees, review and continuing status

Disclose training, assessment, reassessment, renewal, and appeal charges separately, including cancellation/refund conditions. Waiver eligibility must be assessed without telling the decision reviewer whether an applicant paid. The illustrative school package models cost recovery; its amounts are assumptions, not an available price offer.

Before operation, adopt a stated credential term and renewal evidence schedule, deadlines for submitting an appeal and responding, an independent appeal panel, temporary-status procedures, and a correction/retention policy. Renew using current relevant work and examined development; attendance or a payment alone does not renew capability. Give notice and reasons for adverse status changes and an independent review route. Detailed renewal, complaints, appeal forms, and the status register remain the separate continuing-review work unit.

A school example

A school supports 24 teachers through a six-week lesson-design and practice cohort. Training attendance is recorded separately. Each teacher seeking instructor recognition submits their own lesson and solution, demonstrates all rotating roles, receives observation and feedback, and revises the lesson. Independent review may certify a bounded scope, request more evidence, or decline; 24 attendees do not imply 24 credentials. Student work is anonymized and unnecessary health or personal data is excluded. The school itself would need a separate institutional-process review.

The proposed program

The proposed teaching and certification nonprofit would recognize defined demonstrations. A record should state setting, task, evidence, support, assessor, and scope. Certification is not currently offered.

Evidence and assessors

Possible evidence includes portfolios, observed Teams of Three, reasoned revisions, supported work, and checked outcomes. Assessors should explain conclusions and identify where other interpretations remain plausible.

Evidence bank and assessment records

Working resource version 0.1 — October 7, 2026. These proposed criteria and fictional worked cases support practiced development and reviewer preparation. They are not validated psychometric measures, an adopted credential standard, actual applicant findings, medical diagnosis, legal compliance certification, or a live intake service.

Every state in every interconnected human-interaction loop intrinsically contains Critical Reasoning, Emotional Acumen, Social Acumen and Physical Health. The fields below help examine their relationships; they do not create four optional phases, independent validated axes, or a combined PA score. PA supports analysis and development; ethical premises enter separately.

Core criterion anchors

A team product does not certify every member; forced agreement or dominant performance is not evidence of everyone learning.

A before/after trail explaining what changed, why, what remains uncertain and what next evidence could reverse the conclusion. Changing an answer to please the reviewer is insufficient; keeping a well-supported answer can also be justified.
R7 Resources, responsibility and effects Identify resource owners/controllers, permission, usable capacity, affected people and a bounded review point. A feasible plan with dependencies, support, access, risks, stopping conditions and checks for shifted work or harm. A paper resource inventory, claimed savings or good intentions do not prove resources are usable or outcomes sustained.

Instructor and institutional overlays

Individual practice uses R1–R7. Instructor practice adds T1–T3. Institutional-process review adds N1–N3 to relevant core criteria and samples actual unit practice; it does not certify all employees. Declare scope before the task, and adapt vocabulary, subject complexity and communication channels to the audience. Children use these records for learning and support, not adult credential decisions.

N2 Institution: independent review and correction Identify conflicts, assign unconflicted review, record notice/response, disagreement and correction route. A sample demonstrates separation of training/payment from decisions, access to evidence, and reasoned handling of an unresolved concern. A reviewer title is not independence; an allegation or process defect is not automatically a misconduct finding.
N3 Institution: sustainable capacity and learning Compare staffing, costs, actual access, beneficiary effects, quality, maintenance and funded next steps. A bounded plan and later evidence distinguish cash savings, released time, avoided costs and new capacity. Projected revenue, waived fees or selected successful samples cannot prove long-term capability or fairness.

Qualitative findings and sampling

Keep one finding and reason per criterion per setting; never sum or average these into human worth, a global PA level or a popularity ranking. NE, P and X are different conditions, not a numeric ladder. Ordinary disclosed access supports do not automatically prevent D; substantive help that supplies the reasoning is recorded as P for that criterion.

Proposed preparation rule: sample at least two relevant settings, including attributable individual work and rotating team practice, before considering a broad within-scope demonstration. Include new information and an independent follow-up. Required applicable criteria need D evidence across the declared scope, with no unresolved material contradiction; otherwise request specified further evidence or narrow the scope. This is a design rule to test, not a validated threshold or authority to issue credentials. Missing opportunities remain NE, with an equivalent supported opportunity offered.

Staged cases and worked solutions

Release later stages only after saving the initial explanation. Published solutions are teaching resources. Practice on these public cases cannot by itself establish independent competence; use equivalent changed tasks and trace actual contribution. All events and outcomes below are fictional.

EB-01 · A lesson with fewer kits

Individual and instructor practice · Criteria: R1, R2, R3, R4, R5, R6, R7, T1, T2, T3

Stage 1 — available to everyone

A fictional class has 18 learners in six Teams of Three, six reusable kits and a 25-minute subject lesson. Plan a reading-and-counting problem with two minutes setup, three four-minute role rounds, four minutes review and two minutes individual exit work. Name what each learner produces and what the teacher observes.

Stage 2 — release after the first plan

Only four kits are usable today. A text or large-print copy of the task can be made available without another kit. Two learners request a written explanation channel. Revise access and resource allocation without permanent role assignments.

Stage 3 — transfer task

Use a different count or constraint and ask each learner to explain or write the method alone, then compare with the shared explanation. Record actual participation and timing; do not invent results.

Worked analysis and defensible alternatives

Six teams × three learners = 18. Setup 2 + role rounds 3 × 4 + review 4 + exit 2 = 20 minutes, leaving five minutes within the 25-minute plan. That remainder is planning headroom, not verified teacher time saved. One defensible revision lets four teams use kits while two use accessible task copies; rotate resource access as needed and ensure the same reasoning opportunity. Another uses two pairs of teams sharing a kit with separate roles, notes and individual exit evidence, if waiting and crowding remain manageable. Both require checking the actual task can be solved from the copy and that each learner participates. All rotate Mentor → Scribe → Referee → Mentor: Mentor-to-Scribe fills verbal gaps, Scribe-to-Referee uses developed understanding, Referee-to-Mentor broadens perspective.

Four-dimensional relationships

Critical: quantities, units and explanatory gaps; Emotional: conveyed appreciation/disdain and uncertainty may change willingness to ask; Social: resource sharing and inclusion change whose ideas are heard; Physical: workspace, readable materials, pacing and fatigue constrain access. A candidate loop is unclear instructions → withheld question → incomplete notes → a missed assumption → feedback and a revised explanation; alternatives include missing task information or unusable materials. No internal state or unique cause is established.

What the case cannot establish

No unique seating/resource arrangement is required. Reject a claim that all learners demonstrated R5 merely because the team finished. R5 stays NE for a learner whose roles or contribution were not observed; offer another equivalent opportunity. T3 remains NE for actual classroom benefit until real evidence exists.

Follow-up evidence and reversal conditions

Compare initial and revised plans, work from each role, individual exit work, stated supports, participation, and actual timing. New evidence that the task copy lacks essential information changes the proposed allocation.

EB-02 · An ambiguous nonverbal observation

Individual practice and reviewer calibration · Criteria: R1, R3, R4, R5, R6, T2

Stage 1 — available to everyone

In a fictional review, Alex pauses, looks away and does not answer immediately. The observer writes “careless and unwilling to cooperate.” Separate observation from interpretation and name two alternatives and a clarification question.

Stage 2 — participant clarification

Alex submits a written note: “I was checking whether the quantities used the same unit; written questions help me respond.” A work sample correctly identifies a unit mismatch. This explains the contribution but does not reveal a diagnosis or measure an internal emotional state.

Stage 3 — independent next task

Offer the same essential reasoning task through an agreed suitable channel. Examine the response and revision, rather than demanding eye contact or a preferred tone.

Worked analysis and defensible alternatives

Observation: a pause, gaze direction and delayed spoken response. “Careless” and “unwilling” are interpretations unsupported by that observation alone. Alternatives include checking a calculation, unclear instructions, communication preference or a distraction; they are possibilities, not diagnoses. Ask “Would a written question or more time help you show what you are checking?” Preserve the original note, attach the written clarification and unit-check evidence, and revise the earlier interpretation. Convey specific earned Respect: “Your unit check caught a gap in our explanation.” Self-Respect may be expressed through the disclosed confidence/uncertainty and request for a useful channel. Self-Esteem concerns accumulated received appreciation/disdain; its internal value is not directly observed here. Trust remains a contextual engineering approximation associated with attributed Respect and developed Self-Esteem, not a score extracted from gaze.

Four-dimensional relationships

Critical: an actual unit check corrects reasoning; Emotional: the observer response may affect future engagement; Social: a communication channel changes whose contribution enters the shared record; Physical: timing and readable/writable access matter. The observer participates in the loop and can shape later evidence. A different response or later work can change the interpretation.

What the case cannot establish

R1/R6 can be assessed from the observer’s separation and reasoned correction. Alex’s R2 cannot be fully established from an unspecified unit claim; inspect the actual calculation. All-role R5 remains NE if the record contains no rotation evidence. Correcting the record is not proof of general competence or measured Self-Esteem.

Follow-up evidence and reversal conditions

Use F03 to record event, interpretation, uncertainty, conveyed response, participant clarification and later evidence. Keep evidence of subsequent participation or errors, including evidence against the favored explanation.

EB-03 · A time-saving claim changes after full costs

Individual and institutional process · Criteria: R1, R2, R3, R4, R6, R7, N1, N3

Stage 1 — available to everyone

A fictional unit processes 60 comparable tasks. The documented original cycle takes 10 minutes per task and already includes all support and rework for those tasks. A proposed cycle reports six minutes per task. Calculate the apparent released time and explain why it is not cash income.

Stage 2 — release after the first estimate

For the same 60 new-cycle tasks, independent records identify 180 additional support minutes and 120 additional rework minutes, neither included in the six-minute figure and with no overlap. Recalculate the full cycle. The observed first-cycle setup is not yet separated from repeat-cycle work.

Stage 3 — next decision

Choose a bounded next step and specify what measurements could support improvement, continuation or stopping. Do not infer corruption merely from a disappointed estimate.

Worked analysis and defensible alternatives

Original cycle: 60 × 10 = 600 minutes. Initial new figure: 60 × 6 = 360 minutes. Apparent released time: 600 − 360 = 240 minutes, or four hours. With new evidence, the new full cycle is 360 + 180 + 120 = 660 minutes; the observed difference is 600 − 660 = −60 minutes, one hour more work. This is time, not cash receipts, and does not show whether staff schedules or spending change. Record the changed comparison rather than retaining the attractive 240-minute headline. A defensible next step is a small funded repeat-cycle trial that separates one-time setup from recurring support/rework, matches task difficulty and quality, checks effects on affected staff, and names stopping/review conditions. Retaining the original process while gathering data is also defensible if essential service or usable capacity cannot support a trial.

Four-dimensional relationships

Critical: denominator and omitted-cost correction; Emotional: praise for an inflated result or disdain for correction can distort reporting; Social: staff outside the reporting chain may carry displaced work; Physical: added workload and pacing may constrain sustainable practice. These are candidate pathways requiring evidence. No diagnosis, intent or misconduct finding follows from the arithmetic.

What the case cannot establish

R2 is D for the stated arithmetic only if reasoning is attributable and assumptions are disclosed. R7/N3 remain NE for actual future resource availability or sustained savings without evidence. A net loss in one cycle does not prove permanent failure; a speculative learning effect cannot erase the observed loss.

Follow-up evidence and reversal conditions

Preserve sources, task comparability, initial/revised calculations, uncertainty, quality, workload and capacity records. Define who can authorize staff time and who independently checks it. Evidence of overlapping support/rework or an unmatched baseline would require recalculation.

EB-04 · A training program is not yet independently reviewed

Institutional process and instructor practice · Criteria: R1, R4, R6, R7, T3, N1, N2, N3

Stage 1 — available to everyone

A fictional provider has 24 teachers attending training. The trainer marks every attendee “instructor certified.” The decision file contains attendance and one excellent team product, but no individual role or teaching samples. Four waived places and 20 paid places were offered. Examine the scope and evidence, not the teachers’ character.

Stage 2 — records released

An independent reviewer examines six files and requests additional individual evidence in four of them. The provider offers access to anonymized task records, fee information remains with intake, and the reviewer is paid for work regardless of findings. Eighteen files remain unreviewed.

Stage 3 — correction plan

Design a funded route to complete the review, correct the status description, notify affected participants and handle disagreement. Record outstanding evidence and capacity; do not manufacture decisions.

Worked analysis and defensible alternatives

Attendance supports an attendance record. A single team product cannot demonstrate every teacher’s individual or instructor criteria, and trainer self-approval does not supply independent assessment. Do not maintain the blanket certification claim from these records. Correct the program description, preserve decision history, explain the issue to affected participants and arrange independent review under an agreed versioned criterion set. In the six-file sample, four requests for more evidence are recorded requests, not final failure findings; nothing here establishes the other two files as passed. The remaining 18 files require their own review. Budget and assign adequate unconflicted capacity before promising a completion date. Keep fee/waiver information out of the evidence decision. Offer equivalent evidence routes, notice and an independent challenge route. If actual credentials existed, handling their status would follow adopted terms and applicable requirements; this fictional exercise does not change anyone’s status.

Four-dimensional relationships

Critical: attendance and capability are distinct evidence claims; Emotional: expectations raised by premature recognition may affect response to correction; Social: paid/waived and differently supported participants need fair access; Physical: funded time, suitable channels and workload limit participation and review capacity. Independent records can reveal gaps without diagnosing participants or treating them as globally untrustworthy.

What the case cannot establish

N2 has contrary evidence (X) for the described trainer self-approval, with the later independent route recorded as a corrective step. It cannot become D for all 24 merely because six files were sampled. N3 remains NE until adequate usable capacity and funding are evidenced. No individual pass, failure or real credential is issued by this case.

Follow-up evidence and reversal conditions

Use F01/F02 for each applicant, F04 to distinguish group and individual work, F05 to record reviewer disagreement, F06 for a proposed reasoned decision only after the evidence exists. Preserve the distinction between training, independent review and operational credential issuance.

Reusable record templates

Use one versioned record per event or case. Blank fields are intentional. Print or adapt these structures within agreed project rights and access rules; this resource grants no new copyright license. There is no submission button or automatic transmission. Minimize recording burden: collect what answers the criterion and preserves the correction trail, rather than every possible detail.

Worked reviewer record

Fictional calibration example for EB-02: Reviewer A assigns X to R5 from gaze/delayed response. Reviewer B assigns NE because attributable all-role participation is absent. The supported calibration disposition is NE for R5: neither the observation nor the written unit note supplies all-role evidence. Reviewer A’s unsupported inference is preserved as a training issue, not averaged with B. Request individual/role evidence and check the observer’s R1/R6 separately. No real applicant is rated.

Anti-gaming controls: preserve initial and revised versions; ask an attributable follow-up; vary task data while retaining equivalent difficulty and access; identify substantial human or AI assistance; sample contrary and unsuccessful work; blind fee/waiver information where practical; separate trainers from decisions; verify source and opportunity conditions. Suspected copied or staged work prompts a documented clarification and response, not an automatic dishonesty finding. Do not punish uncertainty, disability, language differences, dissent or a choice to use a suitable channel.

Continuing development and review

One setting does not establish universal competence. Provide paths to question assessments, correct records, demonstrate improvement, and review continued practice. Distinguish attendance, knowledge, performance, and actual-use outcomes.

Renewal, complaints, appeals and status records

Working resource version 0.1 — October 7, 2026. All timings and retention periods below are proposed program choices for review and adoption, not legal requirements or an active credential offer. The examples are fictional. No live application, complaint, appeal, personal-data register or status decision is enabled here.

Preserve the distinction between attended training, examined knowledge, demonstrated scoped performance and later actual-use outcomes. All four intrinsic dimensions remain present in each interaction state; criterion records support analysis and development rather than a global PA or human-worth score.

The actual issuer must publish these terms, safe contact channels, named accountable roles, fee/waiver/refund rules, standard and criterion versions, independent capacity, privacy/access arrangements and jurisdiction review before intake. Calendar months follow the same day; if a future issue date has no matching day in the expiry month, use that month’s last day and state the exact timestamp. Program delays do not silently lengthen a credential. These deadlines are planning targets to be tested against real capacity; absence of a qualified reviewer requires a stated deferment and alternative review route.

Renew using current attributable work

  1. Intake identifies the credential and requested scope; gives notice of current adopted criteria and any material changes, suitable support, evidence requirements and deadlines.
  2. Use current work from at least two relevant settings, including attributable individual and rotating-team practice, applicable instructor/institutional overlays, initial/revised work and follow-up. Explain prior development actions, changed circumstances and missing opportunities.
  3. Assign a qualified unconflicted assessor and a different independent decision reviewer under the assessor guide. Keep fees/waivers, donations and training sales outside their criterion findings.
  4. Review each applicable criterion, support, limits and material contradictions. Offer an equivalent opportunity for gaps; current attendance/payment alone does not renew. A new requirement does not retroactively prove prior misconduct.
  5. Notify a reasoned renewal, narrowed scope, further-evidence request or declined renewal; give relevant evidence, response/appeal and dates. Only an authorized issue/replacement event creates new validity.
  6. Record the new criterion version, decision, scope, issue/expiry, original credential and replacement relationship. If review is incomplete at expiry, historical status becomes expired; label renewal pending separately.

A competent current demonstration can be retained after justified disagreement; reviewers need not force a favored viewpoint. A declined renewal or evidence gap does not establish dishonesty. Material standard changes need a disclosed transition plan and preparation opportunity before assessment, with reasons for any immediate safety-related limitation. A current credential cannot silently expand into a new domain or institutional unit.

Concerns, complaints and adverse notices

A concern can address evidence accuracy, reviewer conflict, participation/access, process, program capacity or misuse of a scoped claim. Accept a safe chosen contact channel or anonymous report; explain what can be checked with the available information. Record observations, reports, interpretation, alternatives, uncertainty and evidence for and against. Protect necessary confidentiality and lawful reporting within the actual adopted rules; do not promise absolute secrecy or turn an allegation into a public finding.

An unconflicted intake owner triages actual immediate risk, identifies independent reviewers and affected scope, preserves necessary sources and gives an initial plan. If leadership is implicated, use a qualified external reviewer outside that dependency. A process complaint and a challenge to a credential decision may be linked but keep separate case records. Avoid repeated retelling, unnecessary child identifiers, diagnoses and other unrelated sensitive detail. Existing mandatory reporting or public-authority duties belong to the actual jurisdiction/domain; this private program creates no substitute.

Before a final adverse decision, provide the proposed grounds, applicable criterion/rule, relevant evidence or a justified protected summary, uncertainty, affected scope, alternatives, time to respond and independent review route. Retain the response and evidence that changes the proposal. If disclosure is restricted, record the lawful basis and provide a fair usable summary or independent safeguarded examination; inability to share material evidence may prevent a supported adverse finding.

An interim restriction requires a documented specific risk and actual delegated authority, independent check, narrow proportionate scope, end/review date and prompt accessible notice. It is not proof of misconduct. Consider supported practice, a limited task/scope or delayed new work before a broad restriction. An unresolved complaint alone, unpopular opinion, fee waiver or missing renewal record cannot justify revocation. Findings and any final restriction must state evidence, response, reasons, uncertainty and correction/development; trace affected earlier decisions where a reviewer defect is substantiated.

Independent appeal procedure

An applicant or holder may challenge material factual error, misapplied criteria, missed opportunity, unmanaged conflict, unfair access/process, unsupported inference or an adverse status action. Provide R04 and a safe accessible channel; assistance does not invalidate an appeal. Proposed policy: no appeal filing charge and no required purchase of training. Fund qualified panel work independently before promising service; keep it separate from sales and favorable-outcome incentives.

Use a three-person panel with relevant domain and criterion competence, outside the original assessor/decision roles, the applicant’s trainer and the disputed reporting/financial dependencies. Disclose conflicts and replace affected members. If the issuer cannot assign such a panel, arrange qualified external review or defer transparently; do not relabel the original reviewer independent. Panel appointment and any remedy authority require an actual adopted delegation.

  1. Log the appeal, challenged decision and remedy requested; acknowledge, check delivery/access and deadline, and accept justified extensions where appropriate.
  2. Freeze necessary source versions and original decision/reasons; assign the independent panel, check conflicts, give an accessible process plan and disclose current interim status.
  3. Examine relevant evidence, criterion application, opportunity/support and reasons on both sides. Give the appellant a fair response opportunity to material new evidence. New evidence may require a changed task or remand rather than a fabricated finding.
  4. The panel records a reasoned majority disposition and dissent: uphold, change, set aside, or remand for specified independent reassessment. Do not average NE/P/D/X or invent evidence. Remand is not a credential grant.
  5. The actually authorized decision role implements the remedy, issues accessible notice and corrects affected status/history with linked events. The original reviewer cannot veto the independent outcome within the adopted authority.
  6. Give a separate independent oversight route for a complaint about the appeal process. Explain any applicable external rights through the legal adapter; do not represent an internal process as extinguishing them.

An appeal-pending case does not automatically restore suspended/revoked status or extend expiry. A separately authorized interim decision may change a restriction with reasons; active recognition still requires current validity and evidence. Record delivery/access, deadline, complete-record date, extensions, panel reasons/dissent and implementation date. Stop additional intake if independence or quality cannot be funded; never trade a favorable result for a cheaper review.

Keep case workflow separate: received, awaiting evidence, under review, proposed decision, appeal pending and closed are restricted case states. Pending/declined applicants receive no public credential record. Publish only the authorized minimum projection of a credential: credential_id, issuer, standard_name, standard_version, pathway, scope, limitations, status, effective_at, expires_at, as_of, verification_contact, replacement_credential_id. The replacement field is optional and published only when authorized. Do not publish work samples, private contacts, fee/waiver details, child/health data, complaint allegations or detailed adverse reasons. Names or organizational identities need separate necessary publication authorization; a credential identifier alone does not permit exposing an applicant directory.

A future lookup uses an exact credential identifier, returns the record’s verification timestamp and bounded scope, and offers the actual verification contact. Unknown, private or unissued identifiers give no verified public credential and imply no finding of failure. No public name search, real records or lookup endpoint exists in this resource. H4 must implement permissions, a protected repository, safe query limits, logging and end-to-end checks before operation.

Use immutable event identifiers and linked correction records with effective_at and recorded_at separately. Project status at the verification timestamp, not from a cached favorable label. Expiry is computed even if staff miss a reminder. Reinstatement before expiry can restore active status by an authorized event; after expiry a new issue decision is needed. Revoked, withdrawn and superseded history remains explicit unless an authorized correction changes it. Detect conflicting events or missing authority and pause favorable verification until the custodian resolves the record. Public redaction and disposal follow approved access/retention rules; preserving history does not justify indefinite retention of personal detail.

Fictional boundary-date and appeal examples

CR-01 · Renewal prepared before expiry

DEMO-PA-001 is issued effective January 15, 2026 at 00:00 UTC and expires January 15, 2027 at 00:00 UTC. The 60-day reminder is November 16, 2026; the 30-day target submission is December 16. A reasoned renewal decision is recorded January 10, 2027, with DEMO-PA-002 effective January 15, 2027 and expiry January 15, 2028. At January 14, 2027 23:59:59 UTC, only the old record is active; recording the future decision early does not activate it. At January 15 00:00, the replacement becomes active and the old record is superseded. These are fictional records, not actual credentials.

CR-02 · Incomplete renewal is not misconduct

The same fictional renewal lacks attributable rotating-role evidence at expiry. R5 remains NE with an equivalent next task and support specified. The old credential expires at its stated instant; the renewal case is awaiting evidence. Publish no new active credential or misconduct allegation. If a later independent decision supports renewal, record a new effective date and the actual validity gap; never backdate to conceal it.

CR-03 · An unsupported inference is corrected on appeal

A fictional reviewer proposes an adverse action from a pause and gaze alone, without attributable all-role evidence. The notice and response retain the observer’s interpretation and the participant’s clarification. An independent panel rejects that inference, sets aside the unsupported decision and remands R5 for a suitable evidence opportunity. Preserve the original, reasons, dissent if any and the correction event. Setting aside the action does not itself demonstrate R5 or create a new credential; an existing active record is restored only if an authorized remedy and unexpired term support it.

CR-04 · Correction and disposal remain distinct

A fictional custodian discovers an expiry typo. Record the original event reference, correct date, why, actual authority/check, effective and recorded timestamps; notify the holder and update the approved public projection. A later removal of an unnecessary contact field is a privacy action, not erasure of the criterion decision. A dispute hold keeps only specified necessary evidence beyond scheduled disposal, with a review date; release and disposal are logged.

Restricted records, access and proposed retention

The custodian must review necessity, actual jurisdiction requirements, contracts, safeguarding obligations, correction/access rights and backup handling before adopting these periods or collecting records. These examples are neither a legal minimum nor permission to retain everything. Secure original sources with appropriate access controls; give applicants access to their relevant evidence through a safe identity check and necessary redactions. Permit requests to correct facts and contest interpretation, preserve a dated response, and limit unnecessary disclosure. Scheduled disposal needs an authorized action and minimal disposal log; no disposal is performed by this page.

The 48 review hours in the school funding example cover its assumed initial assessment/decision workload, not an unlimited appeals service. Price and reserve renewal, independent appeal, access assistance and record maintenance separately using actual demand and measured time; do not reuse the same contingency allocation twice. Use an external qualified route or reduce intake when funded independence is unavailable. B1/B3/H4 and the legal/document adapters own later operational reconciliation.
